| Analysis: UK business falls out of love with Labour
The cost of taper relief had risen 10-fold in four years to more than £6bn, far more than the Treasury had anticipated. The relief had also become an issue in a UK debate over the growth of private equity, whose executives paid capital gains tax on their profit share. This meant their effective tax rate was often lower than their cleaner's, as one executive put it. Mr Darling proposed a single rate of 18 per cent on all assets, whether businesses built up by entrepreneurs, the second homes of well-off individuals, the property empires of the new generation of buy-to-let investors or the profit shares of private equity bosses. As a result, entrepreneurs who had risked everything to build up a business would see the tax rate almost double when they sold it. The tax rate would fall by more than half for many people who had made less risky investments such as housing.
